Description

This gives redistributors more control over the compilation flags of the extension modules. This allows among other things to pass custom RPATH/RUNPATH values that point to the correct PLATDIR

Check https://github.com/python/cpython/pull/131781 for the discussion and rationale of why we decided to allow this

Research direction

Start by reading the linked discussion in PR 131781 and the linked PR gh-131847 for the rationale and intended scope. Then locate CPython's builtin extension compilation path; done means custom CFLAGS and LDFLAGS can be supplied and used for those modules, including RPATH/RUNPATH values.
