Proposal:

Here's a virtual environment created with an older Python version (3.9, in this case):

$ cat test-env/pyvenv.cfg
home = /usr/bin
include-system-site-packages = false
version = 3.9.9
$ ls -n test-env/bin/

After updating /usr/bin/python in-place (to 3.12.4, in this case), the environment runs without warnings.

The proposal here would be to, at least, issue a warning when the minor version of the version key in pyvenv.cfg is different from the running interpreter.

Reproduce the case using a test-env with pyvenv.cfg reporting Python 3.9.9 while test-env/bin/python resolves to Python 3.12.4. Trace virtual-environment startup from test-env/bin/python and inspect how pyvenv.cfg is read; done means a warning appears when its minor version differs from the running interpreter.
