Compiling Python 3.13 on MSYS2/UCRT64 causes a type check error for _PyTime_AsTime_t's second parameter.

Beginne in Python/pytime.c bei pytime_as_timeval_struct und _PyTime_AsTime_t und reproduziere dann den gemeldeten Build mit den MSYS2/UCRT64-configure- und make-Befehlen. Als erledigt gilt die Aufgabe, wenn der Python-3.13-Build ohne den incompatible-pointer-type-Fehler abgeschlossen wird; der verlinkte PR gh-126355 sollte zuerst geprüft werden.
