Description
- Make analysis runner CLI support --cloud environment
- Go through analysis-runner/server to ensure anywhere a cloud environment is used, it's implemented
- Ensure deploy config is set per cloud to actually submit to hail.popgen / azhail.popgen
- In deploy_server GitHub workflow, tag and push images to both GCP and Azure
