Offline plot does not work properly if the path to the working folder contains Cyrillic

If working folder contains Cyrillic letters (for example 'C:\Users\User\кириллица') offline plot automatically open internet explorer on Windows 10 instead of default web browser and doesn't show saved html file.

An example of code to reproduce the error (the file must be in the folder, the path to which contains the Cyrillic alphabet):

fig = go.Figure(data=go.Bar(y=[2, 3, 1]))
plot(fig)

Also auto open does not work if you use Cyrillic in the file name: fig.write_html('кириллица.html', auto_open=True)
