Description
When the drag mode is not set to zoom for polar charts the click events stop emitting entirely

Steps to reproduce
- with dragmode set to "pan" and clickmode set to "event" in the layout
- click anywhere on the polar chart
- nothing happens (expected: should see alert from click event function)
- with dragmode set to "zoom"
- click anywhere on the polar chart
- you can see the alert from the click event function
