Description
If you provide tickvals and ticktext to an axis but you didn't sort tickvals, the labels don't properly rotate to avoid overlaps https://codepen.io/alexcjohnson/pen/OPPZBVv?editors=0010

Research direction
Start by reproducing the linked CodePen with sorted and unsorted tickvals, comparing the axis label rotation and overlap behavior. Trace the axis tick-label layout path used by that example, then verify that unsorted tickvals produce the same overlap-avoiding rotation as sorted values.
