I cannot understand why the hoverinfo is related to the event handling.

Start with the linked CodePen reproduction and trace how the bar trace's hoverinfo: "skip" affects plotly_click and plotly_selected event handling. Inspect the relevant event and hoverinfo paths in plotly.js, then verify that both handlers still receive events when hoverinfo is skipped.
