add date templates for 'ru' locale

描述
Date's ru local pattern is format.date: "%d.%m.%Y". But it seems like format.dayMonth and format.dayMonthYear are missing. The month should be written after the date.
I suggest adding templates to plotly-locale-ru.js:
format: {
dayMonth: "%d.%m",
dayMonthYear: "%d.%m.%Y"
}
