The graph does not appear if a single bottom of the moderbar is removed

Description
Using the example https://plotly.com/r/configuration-options/ if the vector only has a single record the graph does not appear. For example:
modeBarButtonsToRemove = c('hoverClosestCartesian').
However if you add a second record the graph appears
modeBarButtonsToRemove = c('hoverClosestCartesian','hoverClosestCartesian').
Or if the list() function is used instead of the c() function, the graph also appears
ToRemove = list('hoverClosestCartesian')
