User suggestion: ability to choose default units, sim startup behavior based on locale

We received a suggestion by a German user to have ability to choose default temperature in Celsius. Could this be done in translation utility?
ON: Greenhouse Gas is the sim in question
CM: If the request is to specify whether to use F or C for temperature based on locale… No, this is currently beyond the scope of Rosetta, and PhET i18n in general. We currently deal with i18n issues related to strings, but don’t address adapting sims to locale-specific customs/conventions. This would need to be addressed via a control in the sim that allows the user to change temperature units. (We did this in several Java sims.)
It sounds like this would be done via a separate process that doesn't involve the sim strings. We will revisit in the future.
