Enhancement: UX tweaks of Bulk Select

Hello,

it would be of great help if you could include the following enhancements into the Bulk Select component:

• Disabled state for Bulk Select (e.g., when no items in the table are applicable to be selected)

• For non-selectable items in the table, include the option to add a tooltip describing the inability to select the item (e.g., being able to add a tooltip next to the checkbox, so that users know why a given item cannot be selected)

• Bulk Select Menu - The "Select none (0 items)" option should be disabled if no items are selected
