Related to https://github.com/patternfly/patternfly-react/pull/9283 (where tests were temporarily skipped), possibly related to https://github.com/patternfly/patternfly-react/pull/9339
Some tests failed in 9283 linked above despite not touching the Tooltip component. May be related to updates made to 9339. Either way we'll need to look into updating or removing tests if they are no longer applicable to Tooltip.
Is this request originating from a Red Hat product team? If so, which ones and is there any sort of deadline for this enhancement?
