Feat - Icon management

Followup to #11313

Objective:

To provide a new, modern, and maintainable icon management and generation model.

New process to generate and manage icons

• Reference an index of icon props
• Batch process icons
• Support specific icon Instantiation for edge cases

Deliverables

• MVP for icon generation and management
• Supporting documentation
• Clean, well groomed implementation code

Long term enhancements

• Icon index is independent of Figma, React, or any on framework
• Design, dev, core dev can modify this index (likely managed in github) to support new and/or remove deprecated icons
• Connect core, react, design, and more to this single source of truth
• Leverage a human readable code format (JSON requires syntax knowledge design may not have and is especially hard read when minified)
• The established solution should be clear, concise, immediately recognizable
