Reproduce the failure by building try-runtime-cli with the stable toolchain and compare it with the nightly build. Start at substrate/primitives/panic-handler/src/lib.rs in the checked-out dependency, then determine the project change needed so the stable-toolchain build completes without the E0658 lazy_cell errors.
