Improve Release - Proper Tagging

We discovered that during the release the tag that we create contains wrong version (the actual not the target release version), this does not make any functional problems, the code is the proper one, just the project version is set after GitHub Action receives the event, but the tag is already created that time.

首先检查 GitHub Actions release workflow 以及创建 project tag 的步骤。跟踪 project version 相对于 release event 的更新时间，然后确认创建的 tag 使用的是 target release version，而不是 current version。
