fpga_sim Quartus path issue

Hello, I am working on compiling the Loop Unroll sample.
Both Compiling for emulation & Generating the optimization report work well.
I am trying to Compile for simulation.
I have installed intel Quartus Prime Pro, and entered set QUARTUS_ROOTDIR_OVERRIDE="C:\intelFPGA_pro\24.2\quartus" on commands.
After I entered "nmake fpga_sim", I see the error below.
Any assistance in configuring Quartus's path issue would be appreciated.
I am using VS studio with Windows 11.

Start with the Loop Unroll sample's nmake fpga_sim entry point and inspect how the build passes QUARTUS_ROOTDIR_OVERRIDE or the PATH to quartus_sh. Reproduce the command on Windows 11 with the reported Quartus installation, then verify that FPGA simulation compilation completes without the Quartus was not found error.
