Research direction

Start with the git node wpt command entry point and read the linked Node.js WPT guide, especially its instructions for adding tests for a new module. Determine how the command should accept the module id and create the corresponding scaffold. Done means git node wpt --scaffold <id> produces the expected new-module test structure.
