Inconsistent use of URI encoded

Please describe what you did in reproducible steps

fileName :

Draft of 'New Tiddler' new tiddler.json

File created :

Draft%20of%20%27New%20Tiddler%27%20new%20tiddler.json

When I want to delete using the fileName Draft of 'New Tiddler' new tiddler'.json I got :

error 404 file not found : Draft%20of%20'New%20Tiddler'20new%20tiddler.json

The ' is not treated as %27

How did it work with 4.x series servers?

There is no error, files are not URI encoded

What happened when you tried the same with the 5.x series server?

Error 404 file not found
