Implement conversions between vector field representations

Description
Pairwise conversions between:
- 1 forms on edges
- vector fields in face basis
- vector fields in vertex basis
including symmetric fields.
Note that most of the conversions are over determined or undetermined, so some kind of solve/projection will be required.
