Describe the bug
As discussed on slack, if one wants to test a pipeline using the web launcher it will fail, because of certain requirements (e.g. --input) will be provided later by the test profile.
Expected behavior
At least test profiles should be parsed and the required parameters filled.

Research direction
The payload names no files or tests; begin by locating the web launcher and reproducing the failure with a pipeline test profile. Done means test profiles are parsed, requirements such as --input are filled from the profile, and the test launch no longer fails for that reason.
