Description
Your idea
This issue drills down on one point in issue #25107. (That issue has essentially been addressed, except for what I am posting here, and it may be deleted and replaced with this if it makes sense to do so.)
Provide a mechanism to guarantee that the top staff line and the bottom staff line on every page should be in the same vertical location.
Problem to be solved
Many high-quality imprints require that the top staff line on every page is the same distance from the top page edge and the bottom staff line on every page is the same distance from the bottom page edge. Here is an example from the Bärenreiter complete works of Mozart.
While this may be possible in MuseScore, it seems difficult to achieve consistently on every page due to MuseScore insisting on keeping note content within the margins.
Prior art
My only former experience is with Finale. While it is not 100% accurate, one can get very close by using system margins. Finale does not flow systems to pages based on content, only on system margins. So with some careful choices in one's template file, it can be done relatively easily.
