Description
The string in question is { SHORTDATE($date) }.
In the UI I see
<mark class="placeable" data-match="{}" title="Placeholder">{}</mark>
It also shows up as imported 1 day ago, when the string didn't really change.
It happens across locales

Research direction
Start by reproducing the linked Pontoon string across locales and inspect how the Fluent string containing SHORTDATE($date) is imported and rendered. Done means the placeholder no longer becomes {} in the UI and an unchanged string is not reported as newly imported.
