Description
At least find_bad_channels_maxwell and annotate_flat could mark badness channel-by channel over time.
Probably needs #8946 for debugging purposes.

Research direction
Start with the find_bad_channels_maxwell and annotate_flat entry points, then read issue #8946 for the debugging context. Define how badness should vary by channel and over time, and confirm that both preprocessing functions support the agreed channel-specific annotations.
