Description
See https://github.com/mne-tools/mne-tools.github.io/blob/main/dev/whats_new.html, it causes https://mne.tools/dev/whats_new.html to redirects to https://mne.tools/home/circleci/project/doc/_build/html/development/whats_new.html . Not sure when this started but it's clearly wrong 🙂

Research direction
Start with dev/whats_new.html in the linked mne-tools/mne-tools.github.io repository and reproduce the redirect from https://mne.tools/dev/whats_new.html. Trace the configuration that produces the /home/circleci/project/doc/_build/html/development/whats_new.html target; done means the public URL redirects to the intended development what's-new page.
