Quick Create, error: %ProgramFiles%\Microsoft VS Code Insiders does not appear to be a Python project

2. Microsoft VS Code Insiders /Clone Git Repository... /clone the fork
3. Python /Environment Managers /venv /Create Environment /Quick Create

## Comparison to #369

1. Not my project.
2. No VSCode Workspace; but I created a workspace and retried: same problem.
3. Project does not have pyproject.toml.
4. Only affects this project:
1. Has not happened with any other project.
2. Tested Quick Create just now on hunterhogan/mapFolding: no problems.
5. Running VSCode as Admin.

## Troubleshooting context

- This is the first time I have tried to perform this action on this project, so there is no history to compare to.
- Notwithstanding the superficial similarity to #369, this is the first time this has happened with any project.
- I have not observed other new problems.
