Description
While there are various things in the extension that auto-refresh state from GitHub, it doesn't seem like "you are looking at a comment" is enough to auto-refresh comments.
If I am seeing an inline comment in an editor, or I have the comments pane open on the bottom, then it seems reasonable to have a configurable comment refresh interval active (even if no other parts of the extension like sidebars is visible).
I tested this by having a comment visible in an editor as well as in the comments tab (but no other parts of the extension open) and replying to the comment from a separate browser. I waited over three minutes and the comment did not show up. (Clicking the refresh button on the comments panel worked.)
