some statements in 'Get Started with C++' doesn't make sense to absolute beginners

Descripción
Some statements like 'Take care to run each required Start menu and pacman command.' and 'Run the pacman command in a MSYS2 terminal. Accept the default to install all the members in the toolchain group.' has some things missing to make sense with the other accompanying sentences.
I, as a beginner, was utterly confused and couldn't find any video of 2023 to guide me either when stuck over here. I still don't know what kind of pacman command is this page talking about since it wasn't mentioned anywhere else. I didn't run and Startup menu either cuz I didn't understand that either. Lastly I just pressed enter where 'Accept the default to install all the members in the toolchain group' was mentioned since I didn't know how else to accept the default (there was no other option mentioned in the terminal). Those things have to be mentioned as to what key is to be pressed or option to be chosen in the terminal other than just the instruction to accept or run cuz as a beginner we have no idea what to do in order to make it happen.
