Description

Seeing this in Azure Pipelines now:

DEPRECATION: azure-devops is being installed using the legacy 'setup.py install' method, because it does not have a 'pyproject.toml' and the 'wheel' package is not installed. pip 23.1 will enforce this behaviour change. A possible replacement is to enable the '--use-pep517' option. Discussion can be found at https://github.com/pypa/pip/issues/8559

I've suppressed this with the --use-pep517 option as mentioned above, but this is not ideal for new users.

Research direction

Start by inspecting setup.py and the package build configuration; the issue says pyproject.toml is absent and pip is falling back to the legacy setup.py install method. Verify the installation behavior with the supported pip workflow, and consider the work done when new users no longer receive this deprecation warning without needing --use-pep517.
