Create_Attachment doesn't seem to work

The python create_attachment call in the git client doesn't seem to work correctly. If you use it as currently implemented you get a 'azure.devops.exceptions.AzureDevOpsServiceError: Nullable object must have a value' exception.

I saw the example as part of issue 129: https://github.com/microsoft/azure-devops-python-api/issues/129 but that throws the same exception.

If I instead change the create_attachment call to:

things work.

Comece pela implementação de create_attachment do cliente Git em Python e compare-a com a solução alternativa mostrada nesta issue e com o exemplo da issue 129. Reproduza a exceção Nullable object must have a value e, em seguida, verifique se o comportamento corrigido cria com sucesso um anexo de pull request.
