Support using the --incremental flag when outputting AMD modules.

Use Cases

Projects that use the AMD module format should be able to get the performance benefits that come with --incremental. Currently testing locally it appears that using --incremental makes a large difference for compilation speed when outputting to ES6 modules but didn't make any difference for AMD.

My suggestion meets these guidelines:

• This wouldn't be a breaking change in existing TypeScript/JavaScript code
• This wouldn't change the runtime behavior of existing JavaScript code
• This could be implemented without emitting different JS based on the types of the expressions
• This isn't a runtime feature (e.g. library functionality, non-ECMAScript syntax with JavaScript output, etc.)
• This feature would agree with the rest of TypeScript's Design Goals.

Start by tracing how the --incremental option is handled for ES6 and AMD module output, then identify the compiler state or emit paths that differ between them. Compare the existing incremental behavior and relevant compiler tests, and define done as AMD compilation gaining the same incremental performance support without changing emitted runtime behavior.
