Allow tsserver to log to stderr instead of logfile

Suggestion

It would be great if tsserver could log everything to STDERR instead of/in addition to the logfile.

Use Cases

When running tsserver remotely (not on the same computer, but on a server/in a container) it is currently difficult to forward logs to the client. Currently I am running tail on the logfile, but that takes up a file watcher or CPU for polling and has a delay.

• This wouldn't change the runtime behavior of existing JavaScript code
• This could be implemented without emitting different JS based on the types of the expressions
• This isn't a runtime feature (e.g. library functionality, non-ECMAScript syntax with JavaScript output, etc.)
• This feature would agree with the rest of TypeScript's Design Goals.

Inizia individuando l’implementazione del logging di tsserver e il modo in cui attualmente scrive nel logfile. Traccia la configurazione o il punto di ingresso che controlla il logging, quindi determina come l’output su stderr potrebbe coesistere con il logging su file o sostituirlo.
