matplotlib widgets fail to load

## Describe the issue

Get a line like `[]` when trying to plot, and an 'empty' plot which seems to have a toolbar of button, but no content.

developer tools console has:

FWIW: This is on debian/WSL2 (which was converted from WSL1).

Reproduce the empty plot with the reported Python, ipympl, JupyterLab, and ipywidgets versions, then start at the widget-loading failure in manager-base.js:291 and the enabled jupyter-matplotlib extensions. Done means the matplotlib widget loads in JupyterLab and the plot content and toolbar render without the reported comm-channel error.
