[CollapsingToolbarLayout] Talkback is not showing correct title place on expanded mode

Talkback is not announcing the expanded title on the correct place. The expandedTitleGravity selected bottom. When we started Talkback still Talkback announce the title on the top not on the Title appearance.

Expected behavior: Screenshots and/or description of expected behavior

Talkback should move on the Title on expanded toolbar and announce it on correct place.
