Hi,

When I try to create the todo-list application in Windows PowerShell as administrator, takes this error:

Beginne damit, `lb4 app` unter Windows mit Node 18.18.1 und npm 9.8.1 zu reproduzieren. Untersuche anschließend die generierte `todo-list/package.json` und die Abhängigkeitsauflösung für `@types/debug@^4.1.8`. Als erledigt gilt die Aufgabe, wenn die generierte Anwendung ihre Abhängigkeiten ohne den ETARGET-Fehler installiert.
