Description
Operations like `hw.array_get` produce undefined result values, but no immediate UB. OOB loads in LLVM can cause immediate UB, so the lowerings should guard against that.

Research direction
No files or tests are named. Start by locating the HWToLLVM lowerings for hw.array_get and related out-of-bounds loads, then inspect how existing lowering tests cover these operations. Done means OOB accesses no longer cause immediate LLVM undefined behavior while retaining the source operation's undefined result semantics.
