Description
We don't currently support modules with type parameters (according to https://circt.llvm.org/docs/Dialects/HW/RationaleHW/#parameterized-types). This would be incredibly useful for some use cases.

Research direction
Start with the HW dialect rationale on parameterized types linked in the issue and inspect the existing module-parameter handling in CIRCT.
