Description
If exporting split verilog to `Top.sv` and `top.sv`, ExportVerilog clobbers one. Grouping ops by filename needs to be case insensitive on Windows.
Is it a good idea to be case insensitive on all platforms?

Research direction
Start in the ExportVerilog split-verilog export path and reproduce the case where Top.sv and top.sv are exported on Windows. Trace how operations are grouped by filename, then verify that files differing only by case no longer clobber each other on Windows and consider the issue's question about behavior on other platforms.
