Description

For long runs of CIRCT (i.e., minutes), it would be useful to users to know that compilation is still going and what it is doing.

A simple approach would be to add pass pipeline information as passes execute. This would only be enabled for certain verbosity levels. We can experiment with some ideas for what this should be and what it would look like.
