[FIRRTL] Support for comments?

Description
The scala implementation of FIRRTL already has partial support for comments (See DescriptionAnnotation and "Declaration descriptions" in the Verilog output tests). Should we support this in the FIRRTL dialect, as an optional attribute on the associated ops?
