Description

The `list` data type has some limited documentation here: https://github.com/llvm/circt/blob/main/docs/ESI/types.md#lists

Design and implementation of `list` is quite involved. I want/need to be involved, so ping me if you (anyone) decide to take this on.

Research direction

Start by reading the limited list-type documentation in docs/ESI/types.md, especially the Lists section, and use it to understand the requested ESI behavior. The work is done when list data type support has been designed and implemented consistently with that specification; coordinate with the issue author before proceeding.
