Description
The Grand Central Data/Mem Taps pass currently only works with annotations that refer to entire modules. With the non-local annotations having been merged recently, it should now be expanded to also properly support those. We've seen a few cases internally where this is necessary.

Research direction
Start by locating the Grand Central Data/Mem Taps pass and its handling of annotations that refer to entire modules. Then inspect the recently merged non-local annotation support; the work is done when the pass properly handles annotations referring to non-module targets.
