No localizations for Night Light and some translations are missing for clutter dialogs

Reproduce this on Porteus 5.1 alpha with package 6.4.2 using Russian, then inspect which locale catalogs provide the Night Light and Clutter dialog strings. Done means those UI areas have complete Russian localization and the relevant translations are included in the installed locale data.
