Installer >> Windows Python not always fully installing

Hit or miss, occasionally Python installation on Windows platforms does not complete the Python platform installation process. It then erroneously proceeds to the editor installation, and says "Launch", even if the Python installation did not complete.

This is likely an issue with the Windows python installer executable having some install issue, and not transmitting that state back to the Make Python installer.
