Submit Chocolatey Package?

Hi there! First of all, thanks for `react-native-debugger`! Super useful for Expo and other React Native projects.

It would be nice to have a [Chocolatey](https://chocolatey.org/) package for `react-native-debugger` for easier, command-line installation of `react-native-debugger`.

It seems like there's a documentation page as to how to submit / create a Chocolatey package here: https://docs.chocolatey.org/en-us/create/create-packages

There is a Homebrew cask available here: https://formulae.brew.sh/cask/react-native-debugger

This enables installation of `react-native-debugger` on macOS using a single command:

```sh
brew install --cask react-native-debugger
```

## Previous issue

There was a previous issue https://github.com/jhen0409/react-native-debugger/issues/303 opened, but it was closed by the author because they changed their opinion about supporting Windows. But since Windows is still a very widespread platform, I think it makes sense to have this.
