[FEATURE] Display container version only if the tool is not able to access registries

**Is your feature request related to a problem? Please describe.**
While debugging, it was difficult to understand why no metrics were available. It is because the configuration with registries as not been made.
But i was expecting that the tool report the actual version only. But no it was not, no metrics at all.

**Describe the solution you'd like**
I would like that the tool create metrics with the actual version and indicate that it was not able to connect/found the latest image.

No file or test is named in the issue. Trace the registry-access and metric-generation entry points, then verify that a local container version is still exposed when the latest image cannot be fetched and that the unavailable-latest condition is indicated.
