cffi error eu-central-1

I am trying to use the layer image for the python 3.7 in central eu region and I'm getting the following error:
"errorMessage": "Unable to import module 'lambda_function': No module named '_cffi_backend'"

Start by reproducing the reported import failure with the Python 3.7 layer image in the eu-central-1 AWS region. Trace the layer contents and its dependency setup, then verify that lambda_function can import _cffi_backend without the reported error.
