Publish Issues for Unstable Builds (Feature Request)

Please could we have this plugin configured to also publish issues for unstable builds. We have our Jenkins jobs configured to mark builds as unstable for test failures and would really like to utilize this plugin for unstable builds.

Start at the plugin's handling of failing Jenkins builds and determine how Jenkins represents unstable builds. Trace the existing GitHub issue publishing path, then verify that unstable test-failure builds are published without changing the behavior for other build statuses.
