Add friend methods defined within a class to the global functions list

This needs upstream changes as FRIEND_DECL is not exposed by libclang.

Start by investigating how FRIEND_DECL is exposed by libclang and how the project builds its global functions list from the clang AST. Done means upstream support exists and friend methods defined within a class appear in that list; the issue names no files or tests to run.
