### Describe the issue

Randla-net implementation for tf is still using same code as original implementation. To be precise:

gather_neighbour, random_sample and nearest_interpolation are same as in original randla-net code.

I think this makes the code subject to CC BY-NC-SA 4 license which is not MIT compliant

### Steps to reproduce the bug

```python
Look at the code in https://github.com/QingyongHu/RandLA-Net/blob/master/RandLANet.py

We would need to have white ground implementation for MIT compliance.
```
